We have a number of users who are flagged as External Users. They manage their own projects and can assign resources to tasks without a problem. However, I have now created some dummy resources, e.g. A Consultant and A Developer, but the external users can't see these new resources to assign them to tasks.
What are the rules which determine whether an external user can see a resource or not?

Are the dummy resources part of the resource pool on a project that the External User has access too? By default, an external user does not have access to any of your resources. They can only see and assign resources that are part of the project pool they belong to.
