If I'm correct, you can only do that manually (ask the user to follow the file) or create a custom workflow that does that for you automatically (never tried it, but it should be possible).

Adding the folllowers on the task to also be on the file panel view
Can someone let me know how to add the followers of a task to also be a follower on the file view section? Currently, only the owner is the follower for this area and we want to be able to have all the followers of the task get updates when comments are being made on the file or discussion panel.
