Was this ever resolved or figured out what can be done? I've seen the opposite where sub project states are activated and the parent project remains in draft state. Why is that?

Changes to the parent project state should cascade to it's sub projects as well
Whenever an action is performed on a parent project, it should cascade to the subprojects underneath it. (example of when it does not currently happen: when you cancel a parent project, it does not cancel it's subprojects).
