I believe the closest thing to your request is using the discussion panel. We use it internally (also in dashboards) to discuss the data.

Add Related Notes to Reports
It would be useful to be able to add related notes to reports.
It would also be useful to allow custom fields on rollups within reports to allow commentary on figures.

The ideal scenario would also include something like the Google Analytics dashboard where you could add comments to graphs.
