Enhancement Request: Add optional tasks via template or pick list

Ability to add optional tasks (ie. bid desk, customer samples, engineering feasibility assessment, BIOS/PM development...) into a project from a template listing or pick list.

Allows for global reporting across all DSS projects. Avoids creating long project templates with all possible task options and manually deleting down.  May improve tool performance by avoiding creation of dozens of throw away placeholder tasks per project (would quickly drive up length of task IDs).
