I know this can be done using to do list items. Have you tried that?

FollowSaving an Action Items List to a Project Template
Is it possible to save an Action Items list to a project template? We want an Action Items list of reminders A, B, C to automatically appear when a PM selects the related parent project template. They are micro-tasks/reminders that we do not need to capture time against individually.
If this is not possible via Action Items, can you recommend another way to accomplish this?

When I say "Action Items", I think I mean "To Do List Items" as noted in the comment; Clarizen references these using both terms. I still cannot figure out how to save these work items to a project work plan template. I am able to add the items to the original project template "master" page, but when I save the template and add as a new project the To Do items do not appear. Is this functionality available?
A "To Do List" item becomes a normal task as soon as you attach it to a project. The To Do's are designed to be floating tasks that are not attached to a structured project.
We have the same requirement. We have Actions that are simply check lists. These occur on every project. Without them on a template, it requires tedious manual effort to add them fro each project. Also, each of these actions require a resource to complete them. In the current template, we assign generic users to tasks and use the Resourcing replace function. This would also be required for the "checklist" Actions.
Josh, do you have any additional recommendations for this use-case?
You can use a Custom Object to create "check-list" items that are linked to a task, but that would not be included as part of the template. If the items have resources and you want to use find & replace, subtasks are likely the best way to go.
