Add a new task Through all projects

You just need to create a link in the custom action. Have a look at this as a reference, it should work just in reverse:

I'd like to better understand your scenario and needs to answer. 

• What do you mean 'attach' a task? a new task?
• What do you mean 'all projects'? All projects selected in the page? All projects in your account? (what about completed ones), only new projects?

Please elaborate, so we can refer you to the correct solution.
