It would be good if e-mail users could view notes for a task via the request e-mail when updating their progress, as it would quickly remind them of the task history.
I've raised this as a support query #31365 but unfortunately there is no way to do it.

To be perfectly honest here, this feature might very well be excluded to encourage you to buy more licenses. I've raised it about 2 years ago to Clarizen and it has always been a highly requested addition.
Correct, this one is more of a business decision :/
