This page is pretty much completely customizable, but requires code to do. Still, doesn't take long so I suggest you consult with Clarizen. I changed a lot of settings, including your suggestion.

Time Sheet Compliance Date
When the date range is changed on The Time Sheet Compliance panel then every time the panel is pulled up it auto populates to the last date range you selected. This would make more sense to have the default to the previous week.
