Just an FYI, there is an (unsupported) app from the Clarizen developers that does this if anyone is interested. We use it, and it works a treat!
The app is called "Auto-Scale Duration".

Spreading PM time over a project
Want the ability to be able to set both STS and FTF for project. Use case: Want to spread the PM time across the project, starting when the project starts and finishing when the last task finishes.
