Add ability to disable "show only work items with reported hours" filter for Approvals and Change User view

"Show only work items with reported hours" filter is currently on by default for Approvals > Go to Timesheet view and Change User view. The customer would like to add ability to disable the filter, so that the filter can be set on or off per preference.
