The issue is that one of my task’s start date is set to 7 days after the due date of its predecessor task – and there is no lag in the predecessor designation that would explain this

Is the calendar set to have the week between set as 'non-working'? This could be either the personal, project or global calendar. If it is designated as non working days, you will start the new task on the first available working day after the end date of the preceding task.
@Phil - it was because the calendar for the user was set for something else that week. Thanks for the help, much appreciated!
