Need ability to set baseline at Milestone level

Currently, we can only set a baseline at the entire project level. In reality, we really need to have the ability to set a baseline at the milestone level. Our managers may change due dates based on completion dates of previous phases and need the ability to determine which phases meet their designated timeframe and which ones do not. The requirement to set a baseline at the entire project level does not allow them the flexibility they need.
