Allow Project Plan Download for External Collaborator

We regularly need to share the project plan with Customers. Our preference would be to provide an export to MS Project that only includes the data that would typically be accessible through the External Collaborator view. However, at a minimum it would be helpful to have the existing Download to Excel function made available to customers via the External Collaborator portal.
