Filling timesheet and licence

Hi,

   The organization size is about 1000 employees and everyone is required to fill time sheet. However, there are only about 5 employees who would need to use clarizen for maintaining schedules, analyzing data and generating reports i.e. use clarizen in detail. 

    Does clarizen expects all 1000 people to have clarizen licence just to be able to fill in timesheet or can we have just 5 licence for employees who would use clarizen in detail ?
