Time sheeting and Clarizen licence

Hi,
  In my organization there are 200 employees which are required to fill in timesheet. We plan to migrate timesheet filling in clarizen, so 200 employees will fill in their timesheet in clarizen. 

However, in the organization only about 3 people need to work on clarizen and use reporting and other features of clarizen. 

So do we need 200 licences for clarizen just to enable 200 people to fill their time sheet ? Or is there a way to configure access for people just to fill their TS and the licence is used for 3 people using clarizen more extensively ?

You would need 200 licenses, but 197 of them would be Time & Expense (T&E) licenses which are less expensive than full licenses.

Could you please share a link which can provide more details about the T&E licence - typically the permissions available under this licence and the costs.
