Personally I would create a workflow that is set to run when a project is created. In the workflow you can then set the custom field to 15% using the 'update field' option.

change default value of fielsd
I would like to change the default value for custom fields to percentages i.e., at the project level every time a project is created a default value for a field needs to be at 15%.
