If they have super user permissions, they have to ability to approve time in any project (the system treats them as PMs system-wide).

Show Time Approvals Only For Projects I Manage
I'm sure this is as simple as a tick box but I'm not sure which one.
When approving time I want PMs to only see approvals for their projects.
At the moment all PM's see approvals for all projects.
