Resource utilization (Time Phased)

Currently no capacity data is brought in to a report if a task or project filter is used and task information for that user is not assigned due to filtering.
The common use case for resource management is to have a global view of demand vs capacity to see where there is potential to assign resources and where the overloads are. In it's current form the resource capacity is variable due to this filtering.

Please modify the reporting so that constant capacity is displayed for a resource based on their resource calendar. Then projects can be dialled in to show task assignments to allow resource managers to see if a resource is overloaded or has capacity to be assigned more tasks.
