Combination of Billing Type=Mixed and Labor Budget=Project Assignment to include Expected Revenue of Billing Milestones

When Labor Budget is set to Project Assignment the Expected Revenue is calculated based on Project Assignment and if there are no project assignments on the project the Expected Revenue is 0.
