You can, but the existing resources will have to stay on the project as well since they reported time and are part of the audit trail of the project. They will show up as inactive resources.

Replacing a resource after a project has started
Can I use the Replace Resource function if my resources have already started work on a project but it's being transitioned to another team? The current resources have already logged time against the project.
