Ability to Click Links within Tool tips

Tool tips is a great feature already. I'd like to add an enhancement where end users can click into the tool tip links.

Use Case:

• We're using tool tips to provide either explanation for fields or explanation for fields that are used in certain business processes. I'd like to be able to input a link into the tooltip so that the end user can be redirected to an internal KB page on the process.
