From the Reports section, Export -> download to PDF, It would be great if we can choose the page settings. For example, I would like to export certain reports in landscape and legal letter size. These reports are crucial for upper management and need to see all information in a clean format.

Instead of PDFing the report, how about sharing access to the report with the executives? You can also have the report automatically emailed to them on a regular basis. If you are combining data from multiple reports, I would also recommend checking out the Slide Publisher, which is a great tool for executive reporting: https://www.clarizen.com/apps/slide-publisher/

Unfortunately, we offered up sharing the report but they requested PDFs - these are going up to our CEO as well. My understanding is that the Slide Publisher only allows charts to be pulled which will not work for the reports we're using.
The Gantt Chart view allows multiple options for downloading PDFs - can't this same functionality be applied to the reports page?
You can have grids as well in Slide Publisher, below are a couple examples. As for the feature request, it is definitely possible but has to be prioritized along with the other requests. So far it has not come up very frequently--the more customers that request this the better.
