Team Member / Requester Licensed User to be able to view / run reports

Currently only users with a full license are able to view / run reports. Whilst its technically possible to share widget links to other users, this is a bit of a hack around of the solution.

It also means that reports / dashboards with runtime filters have to be duplicated as the widget doesn't retain the filters which were applied when the widget was created.  This creates additional problems as for things such as customer dashboards we essentially duplicate it 20 times, if we then update a dashboard, it must be manually applied to all variants, or if you delete / recreate then new widgets have to be issued.

The requirement is to be able to publish standard reports for viewing purposes to other licensed users (I'm happy that they won't be able to edit / create new reports without a full license).
