Add concept of order with shortcuts in a workplan

The customer would like to be able to reorder shortcuts in the workplan, for example when linking shortcuts with dependencies, would like the ability to place the shortcut above or under predecessor/successor. This is currently not possible, as there is no concept of order with shortcuts.
