Feature Request - Adding Skill Members

Currently only Admin can add skills and/or add skill members. This seems inconsistent with Clarizen standard functionality and could create a burden on an admin person if many users have skills updates on a regular basis. Request that Clarizen make this such that anyone can add skills/skill members. Validation rules could then control this. Thank you.
