Is it normal functionality that all Project Managers can add any users/resources to their project in the Add Resources window of the Resource Planning workspace? This mitigates the value of the Staffing Request functionality if they already have full access to all resources. I can confirm that Requires Staffing Request is enabled on all Resource User Groups.
I am looking for functionality where Project Managers can only add users/resources to the Resource Plan once a Staffing Request has been approved and assigned.
Is this possible?

Hi Oscar,
Staffing Request Required prevents project managers from adding Project Assignment. They can still assign resources to tasks thus creating Task Assignment. In such scenario, Task Assignment will exceed Project Assignment and you'll be able to tell if someone made assignments without getting their staffing requests approved.
