Non Approved Time for Deleted Users

Issue: We are cleaning up all non approved hours that have been submitted in the system. Some hours go back to January of this year.  for those projects user have left the organization and their accounts are in a "Deleted" status in Clarizen.  Can time still be approved for these users or de we need to reactivate the account in order to approve the time?
