We are facing the same issue. Reducing the placeholder resources capacity prevents us from accurately using them in the project plan and keeping their capacity normal has implications when viewing Team availability in Capacity Planning. A simple solution would be to allow filtering of resources in Capacity Planning. Our placeholder resources all begin with SR- (stands for Soft Role). If there was a filter option we could filter out resources that begin with SR-.

When using the Project Assignment feature and leveraging placeholder resources the placeholder must be flagged as primary on the user group assigned. This falsely inflates the capacity or FTEs for the user group. If this is going to be a proposed solution the solution should not over inflate the capacity for a user group. Just imagine if my group structure had 5 levels and each level had a placeholder resource. My capacity would be inflated by 5 FTEs.
