Just go to Settings >> Configure >> expand Work Item item type on the left side of the screen >> select Project item type >> Create New >> Workflow Rule:

How do I customize a workflow to notify me whenever someone creates a new project?
As the Program Manager, I would like to be notified via email that a someone has created a new project in Clarizen. How do I build a workflow for this?
