System seeded project templates vs. customer generated project templates

I have a custom action that has a reference to object field for templates.  When I start typing, it will show system seeded templates, but if I click on the 3 dots, it will only show my custom templates.  It is very confusing and even had to be escalated to Clarizen's R&D team to discover the problem.  I am proposing a new system setting to have it ignore seeded project templates if selected.
