Export/Import Work Plan problem - Imported tasks are going to my To Do list

Since our company's templates are constantly changing, when we setup new projects we just create an "empty shell" project with no items in the work plan.  I have a created a generic project from our current template and exported the work plan data.  When I try to Import the data into the  customer's actual project, the items go to my To Do list of tasks instead of the work plan.  What am I doing wrong?
