Do not push work item state changes to children

Please consider situations, where a project is approved, but the project plan can not yet be set to "active" in total.

In our enterprise we approve projects - and set them to active - based on budget plannings, rough schedules and so on. At the time when a project is set to active we can not set all milestones and tasks in the workplan to active. They are not yet defined or scheduled correctly.

I come across different scenarios frequently, where I need to change a work items state but do not want all its sub-items to change their state too.

During work item state change, please offer a choice, whether to update all children or not.
