Loading Resource Managers to User Groups

I am looking to load a list of resource managers to all user groups in our system. What is the best way to do this, Data Loader or Excel Load function?

Is there a template for the data load layout?

If you choose to use Data Loader, then you just need to make sure you have Excel column headings with the same label as the field in Clarizen. I don't know of any templates, sorry. There is of course the manual option of going to each group and adding a new member
