Resource Utilization Report - 0% Utilization When Resource Has No Capacity

When a resource's capacity is "0" and, thus, their reported hours are "0", their utilization shows 0%.  Math-wise, I totally understand why this is occurring, but it really mucks up utilization averages if you don't catch the incorrect percentage.  With hundreds of resources, it is a pain.  Is there a way to enhance this report with logic to turn anything with "0" capacity to 100% utilization or an N/A?
