Relation Summary On Non Aggregated Time Phase field

Hi, I have a Custom field that is a Relation Summary of a field from Financial Planning, and is the sum of the Budget Cost.

This is not updating on the project, and shows as blank even though we have data.. If i implement the field again it works but only once. Any Ideas?
