Actual End Date to Update Start Date

I might be blind but I swore we had an app that would use the actual end date to set the start date of the successor task but I cant seem to find it anymore. Is there a way I can make a rule if this app no longer exist? Definitely need some help on what that rule would look like.

Workflow rule required. Simply create a rule that triggers on Actual End Date is not null and then update Start date field to equal Actual Start date
