Add the ability to send reports with with 'Is in' filter

At the moment it is impossible to correctly populate 'Is in' filters when sending reports from a workflow rule. This means that reports that use such a filter as a runtime filter cannot be sent via a workflow rule. For future reference, please use CR-479058.
