I believe you can as a Team Leader enter time for people in your team. You may need to have admin rights added.

Allowing Time Entry on Others' Behalf from the Project / Work Item
Currently the only way to enter time on another user's behalf is to use the dataloader or by changing the user in the team view of the timesheet.
I'd like to be able to enter time on behalf of other users with the "Add Timesheet" button from the work item. At the moment when I click on this button, I can only enter my own time but would like a way to add the "Reported By" field to this view and be able to modify it.

Hi Norbert, might be worth exploring a little further. I can enter timesheets for my team as team leader. If I elevate my rights to sysadmin, then I can enter time for anyone

You would need Super User or Direct Manager permissions, depending on your system settings. (If you're an Admin you can give yourself those permissions)
