Personally I would use a workflow on Field B to look for 'D' and then update Field A to Dev when required

Making a field dependent on the content of another field
Hi There!
I have a use case thatI need some help with.
I have a custom pick-list field, Field A, that contains 4 selection items. If the value in another custom field, Field B, contains a 'D' then the value in Field A should be 'Dev'.
How would I created that in Clarizen? I am trying to use a validation rule.

Agree with Phil. A workflow is the way to. Example below of a workflow rule that changes a field based upon the contents of another field
