Improve the design - unable to change order of panels for system dashboards

Editing system dashboards, specifically changing the order of panels is confusing. It seems like the system allows you to reorder but when the dashboard is saved, it reverts to original order. The request is to improve this design so that it it either supported or it informs users that reordering of system dashboards is not supported and they need to Save As to create a copy of the dashboard in order to reorder the panels.
