The tricky part would be storing the values each week. Likely you would have to use a custom object and workflow rules to track the values and then report off of the custom object.

Project Progress Trending Report
Anyone able to offer guidance on building a custom report that would track the trend of percent completion progress across a given set of projects over a given period at one week intervals?
I've attached a sample of what I am looking for. I currently do this manually but want it automated.
