Make Templates module editable so we can filter which templates are displayed based on the user

Currently templates cannot be filtered and all users can see all templates. It would be ideal if we could limit the templates that display depending on the user when they are choosing a template for their project. This would involve allowing the admin to modify the template category picklist field to customize it to their organization. Example: Marketing user should only see templates related to marketing.
