Data Loader - add Validation for timesheet daily limit to step 1

We use Data Loader regularly to upload Timesheet data from our JIRA instance. In step 1 , Dataloader checks the data in the file for valid PEOPLE and TASKS. In step 2, Dataloader tries to upload the data. However, if persons submitted invalid hours. EG. 40 hours in a day. Step 1 reports no errors but Step fail fails to load the data as the 40 hours has exceed the daily limit. Please can you enhance the validation to be consistent at Step 1 to prevent this problem occurring. For future reference, the feature request ID is CR-541858.
