Add Budget Cost Non-Labor Capex and Budget Cost Non-Labor Opex fields

The customer would like us to add Budget Cost Non-Labor Capex and Budget Cost Non-Labor Opex fields, the same as we have for Actual Cost. For future reference, the feature request ID is: CR-548258.

I believe this has been done in summary fields added as Project attributes but not in the financial planning module.  So then it is not possible to analyse Budget Cost CAPEX and OPEX in the context of future time phased data.
