Unfortunately that is not possible. Custom Labor Time Phase Data fields can only be updated via workflow rules. Additionally, they can be formula based.

Where do I add a value to a labor time phased data custom field
I have added a custom field to Labor Time Phased Data and I can see it in my financial planning view in my project. I can't add/edit a value to it however, everything is read only. Do you know what view or module I can use to edit this value?
