Allow permission changes through Excel import & highlight changes

Current behavior: The permissions field cannot be changed through an excel; therefore the import the field is not highlighted. The permissions field can only be changed through the UI and/or config.

Request: Allow changes of permissions through Excel import.

Business need: "Not being able to use the also welcome excel export import while including and updating permissions is a shortcoming that means duplicate effort and lost efficiency since we will now have to do the permission changes manually via the UI or by some other means."
