Project marked complete - Time unsubmitted

Hi,
On tracking timesheets each month - we come across some time being unsubmitted as the task was marked complete before all the resources could submit time against it. Is it possible to build a report or have a way to know that the reason for unsubmitted time is the task being marked complete; without going into individual timesheets?
