Ability for non-admins to grant temporary access?

Hi team, Seems like only admins can grant temporary Clarizen access. It's a great troubleshooting tool if that feature can be enabled for all users or have the admins be able to simulate another user security. It's rather difficult to do security/permission testing when we have SSO enabled and disabled ability for non-AD accounts to log into our Clarizen instance. We can't use test accounts anymore.
