The best way to do this would be to create a reportable task that represents a whole month (this can also be a milestone or project depending on your settings).

Clarizen Timesheet Request
For Time Recording in TIMESHEET current setup in clarizen is that data can be entered in Day by Day basis.
What business wants is if there is any way to record monthly hours, i.e. A single value can be entered for the month (per resource, per project).

Can we have a custom action to allow a monthly total be entered per project per person.

You can have a custom object but you would still need an object to represent that month such as a task.
